Planning staff said the property is roughly six acres and that R-3 zoning would allow multifamily housing, duplexes and potential senior-living developments that are not permitted in R-1 or R-2.
Staff said the parcel was plat-zoned as C-2 at the time of the plat but recommended R-3 as a better fit given adjacent residential zoning, nearby detention basins and the city’s objectives for diverse housing. The item had been presented to planning and zoning with no opposition at that hearing, and staff recommended approval of first reading.
Council discussion noted that the city, as owner of the property, would control any future sale or selection of a developer; rezoning will make the parcel immediately more marketable to potential senior-living or multifamily developers who prefer the zoning to be in place before offering on a site. The motion for first reading carried by voice vote. The ordinance will return for a second reading and final approval at a subsequent meeting.
