Cheryl Space, director of the Community Libraries of Providence, told the Finance Committee May 6 that the library system needs level funding in Mayor Smiley’s proposed FY26 budget to preserve recent service increases and to qualify for the full state grant in aid.
Space asked the finance committee to maintain a $255,000 increase the libraries received in the prior budget cycle and said the city’s contribution accounts for roughly 65 percent of the library system’s operating budget. She said personnel costs are 71 percent of the library budget and that level funding is necessary to keep nine neighborhood branches open, to retain new positions such as maker‑space staff, and to sustain expanded hours funded previously with ARPA dollars.
Why this matters: Space said the libraries serve nearly half a million visitors a year and run roughly 100 free programs weekly, including free after‑school meals at eight locations. Losing funding could reduce hours, eliminate positions and limit services heavily used by children, job‑seekers and other residents.
What the committee heard Space described multiple service metrics: nine neighborhood locations, mobile library service reaching roughly 500 people per week, more than 400 summer programs planned and personnel expenses that form the majority of the operating budget. She said eight of the library buildings are leased from the city but maintained by the library system itself.
Outcome The hearing provided public comment; no vote or budget amendment occurred at the session. Library leaders said they would follow up with written testimony and budget details for committee consideration.
