Council approves $946,560 contract, adds $338,560 in Quimby funds for SCE Row West landscape project

The appropriation and contract award, adopted by the council by roll-call vote, fund landscaping, pathways and site improvements on a roughly 2.5-acre parcel under license from Southern California Edison (SCE) west of Pacific Coast Highway. The appropriation includes a contingency line of about $125,000, city staff said.
City Manager (name not specified) told the council the project has been in planning for years and that SCE owns the property in fee; the city holds a license that permits passive open-space improvements but restricts active uses. Staff said the design the council reviewed had received SCE approval this February, which allowed the city to go out to bid.
Council discussion focused on long history, funding sources and maintenance. Council Member Kaladjierovich and Council Member (name variant: Barrett/Baron) urged the council to consider value engineering and whether the project scope could be reduced to fit existing allocations. The city manager and staff said they had already value-engineered the project and that further redesign could require additional design work, another SCE review and risk further cost escalation and delay.
Council Member (name not specified) said the parcel is one of the few realistic opportunities to expand the city’s open space inventory and noted the project would also improve a prominent city gateway currently used for equipment storage and informal ATV use.
Council Member Kaladjierovich said she would abstain from the vote because of concern that a large QMB expenditure could limit the city’s ability to fund other park priorities for teens and youth. The final roll-call showed four yes votes and one abstention; the motion carried.
The council approved two resolutions: (1) a budget modification to appropriate $338,560 in subdivision park trust funds to the SCE Row West PCH Landscape Improvements (Job No. 30850); and (2) a resolution awarding the construction contract to Marina Landscape Inc. for $946,560.50, plus contingency. City staff said some of the project was already funded in prior years with design and earlier construction allocations.
