School committee advisory recommends no redistricting for 2025-26; committee to produce long-term plan by December

The North Kingstown School Committee was briefed May 6 on the redistricting, start-times and transportation advisory committee's recommendation to delay any district-wide redistricting for the 2025-26 school year.

Superintendent Dr. Duba told the committee the advisory panel reviewed seven alternative scenarios and concluded the district should minimize disruption for families next year while continuing a detailed, district-wide redistricting process. That process will include additional demographic analysis, consideration of the preschool relocation to Davis Academy, and transportation implications tied to bus fleet capacity.

For 2025-26 the administration described a targeted approach to manage known overcapacity at several elementary schools: keep students at their current assigned home schools wherever possible, move the specific cohort of fourth-graders who are not in their home schools into fifth grade at their current school, and add a kindergarten classroom at Fishing Cove (opened by the preschool move to Davis Academy) to help accommodate overflow from Hamilton and other schools. The district said the committee will evaluate sibling placement and voluntary-transfer requests on a case-by-case basis.

Public commenters at the meeting echoed concerns and urged caution. Theresa Hirsch, a parent and attendee of the advisory meetings, urged the district to engage professional consultants to model long-term redistricting scenarios; Sean Taylor, another commenter, urged the committee to accept the subcommittee's recommended phased approach so families have more notice and the subcommittee has time to prepare a more holistic solution.

Committee members asked for more detailed data before final decisions are made. The administration agreed to provide the committee a fuller breakdown of voluntary transfers, special-education placements, sibling situations, and neighborhood-level impact maps. The advisory committee will continue its work and aims to deliver a long-term redistricting recommendation by December 2025 so any changes would be considered during the budget process and allow more time for public outreach.

Next steps: the district will (a) hold placement and registration for 2025-26 under the conservative approach outlined, (b) add the Fishing Cove kindergarten section to relieve immediate pressure, and (c) return to the committee in future meetings with detailed neighborhood-level scenarios and impact reports.
