Board convenes Withdrawal Study Committee, board members warn of state open‑enrollment and voucher proposals

Curtis, who said he was elected to chair the Withdrawal Study Committee convened under RSA 195:25, reported the committee’s first organizational meeting on April 24 and said members from ConVal towns had been named; Sarah Edwards and Tom Burgess were mentioned as town representatives for Antrim and Peterborough. Curtis said the committee would review a Temple educational survey and learn which Temple residents were supporting withdrawal from the district. The committee planned a second meeting for May 22 at 7 p.m. at the SAU.
In related discussion, board members and staff raised concerns about multiple state proposals they said were moving through the legislative process — including expansion of Education Freedom Accounts (vouchers), open enrollment bills, and elements placed into HB 2. Janine and others described testimony before the Senate Finance Committee and said some budget provisions reduced funding for disability services and the Office of the Child Advocate, and might require families on Medicaid to pay higher co‑payments. She said an open enrollment bill being considered could shift costs and seats between districts and asked the administration to prepare information and a white paper for the board outlining impacts and options.
Curtis said the communications committee and other committees would prepare a white paper explaining the potential effects of open enrollment. Board members discussed potential schedule options and committee coordination to prepare the district’s response.
The board approved a Communications Committee motion to publish a Withdrawal Study Committee process and timeline to the district website and towns. No formal binding decision on withdrawal was made; the committee will study the petitioned withdrawal and report back to the board and, as required by statute, to the state board.
