The Wylie Planning and Zoning Commission on May 6 voted 6–0 to recommend that the City Council grant a special‑use permit to allow an expansion of the Hookah House Lounging Cafe at 2771 West FM 544.
Planning staff said the business originally opened before the city adopted a specific use category for smoking establishments. The applicant proposes to acquire an adjacent suite of roughly 900 square feet to expand operations; because the expansion increases the business’ square footage, the zoning ordinance requires a special‑use permit to allow a smoking establishment at that enlarged footprint.
Staff said the restaurant currently offers food items such as Mediterranean pies, pizzas, smoothies and milkshakes in addition to hookah services. As a condition of the permit, the smoking‑establishment use would be limited to the sale and use of hookah products "as generally defined" by city ordinance; staff clarified that CBD products introduced through a hookah device would not fall under the smoking establishment allowance. Building permits and any ventilation requirements will still be required for the expansion.
Staff reported that mailed notice produced one written objection from a property owner across the railroad tracks. Staff also noted that the existing operation is legally nonconforming and could continue at its current size even if the SUP were denied, but denial would bar the expansion.
A commissioner moved to recommend approval to council; the motion carried 6–0. The commission’s recommendation will be transmitted to the city council for final action.
