Staff told the board the Quail Hollow development will total 250 single‑family lots on about 85.63 acres split into two phases; phase 1 previously included 39 lots and phase 2 consists of 111 lots (staff: “111” was cited in the packet). For phase 2, staff recommended accepting cash in lieu of land and pro rata equipment fees because the property lies in Park District 5, which already has a neighborhood park at Stone Creek.
Travis, a parks staff member, summarized the fees and staff recommendation: “staff recommends accepting the cash in lieu of land fees and pro rata equipment fees and the fees will be used to provide additional amenities at the park at Stone Creek and upgrade it as we go.” The fees staff reported were $82,574.01 for cash in lieu of land (about $743.91 per lot at 111 lots) and $70,563.81 in pro rata equipment fees (about $635.71 per lot at 111 lots), for a total of $153,137.82.
Board members asked clarifying questions during discussion. One board member asked whether a detention pond located in phase 1 would be fenced; staff clarified that the pond in the northwest corner (completed in phase 1) is open and will not be fenced and that the pond in question is separate from the phase 2 work. Members also discussed site plan details such as landscaping around retention ponds and the type of turf grass; staff recommended updates to the proposed retention‑pond landscaping and suggested turf revisions to align with other work along John King Road. Staff noted continuity of trails and open space along John King is a planning objective.
The board moved and approved the staff‑recommended assessment of fees and separately voted to accept the site plan for phase 2, with the caveat that site landscaping and retention‑pond plantings be updated per staff recommendations. Both motions passed.
