Crystal (city staff) presented the item and answered council questions; Council member Dutton asked that the item be pulled from the consent agenda for transparency and had no substantive questions after the presentation. Council member Beard moved for approval; Mayor Pro Tem Moore seconded. With no further discussion, the council approved the item by voice vote.
Staff said the requested design contract is typical for early project phases and that the amount aligns with industry standards. No amendments were made at the meeting. The city will return with subsequent design and procurement steps as the project advances.
