County signs MOU to serve as cooperating agency in Bridger‑Teton forest plan revision; designates projects manager as contact

Teton County commissioners on May 6 unanimously approved a memorandum of understanding that designates the county as a cooperating agency in the Bridger‑Teton National Forest plan revision process and named Chris Colligan, the county projects manager, as the primary contact.
Deputy County Attorney Keith King summarized the MOU as the document that clarifies expectations, communications and roles between the Forest Service and cooperating local governments. He said the MOU specifies what the Forest Service will do and what cooperating agencies should provide, but that the Forest Service retains final decision authority for the forest plan.
King said the MOU will be signed by several cooperating entities including nearby county commissions, the Teton Conservation District and local conservation districts. He recommended designating a single county contact for clarity; the board agreed to designate Chris Colligan for that role.
Commissioner Probst moved the motion and the board adopted it 5–0. Commissioners and staff said they appreciated the Forest Service’s outreach and emphasis on early collaboration as the federal agency prepares an environmental impact statement and alternatives for a revised forest management plan.
Ending: With MOU approval and a designated county contact, staff will coordinate with the Forest Service and other cooperating agencies as the plan revision and associated EIS proceed.
