Tehachapi council approves special-event road closures, planning commission recruitment and communications building purchase

The Tehachapi City Council on May 5 approved several administrative and capital items in a single meeting, voting unanimously on routine and noncontroversial matters including event road closures, a planning commission recruitment directive and a purchase exceeding the citys purchasing threshold for a communications shelter at the Rock Pile site.

Consent items were approved 5-0 at the start of the meeting without public comment, and later action items included: (1) direction for staff to advertise three planning commission vacancies with terms expiring in 2029; (2) approval of specific street closures to support the 2025 special-events calendar (Tehachapi Farmers Market, All American Fourth of July, Green Street Get Down, Hometown Christmas and related activities); and (3) council approval of the purchase of an owner-furnished precast 8-by-8 communications building for the Rock Pile Communications Improvement Project.

Planning commission: City staff said three commissioner terms will expire in June and asked the council to direct staff to advertise for three full-term appointments; the council approved the action 5-0.

Special events and road closures: Recreation and Parks and the citys events staff described a schedule of large and small events for 2025 and presented proposed street closures to support the calendar. The council approved closures including Green Street between Tapestry Boulevard and F Street for the Farmers Market (Thursdays, June 5Aug. 14), a Green Street closure for the Green Street Get Down (Aug. 16), a Green Street closure for the Hometown Christmas (Dec. 6), and a Mohanty Street closure for the All American Fourth of July celebration (adjusted this year to reduce impact on nearby residents). Staff noted community outreach and sponsor support from local businesses.

Rock Pile communications building purchase: City engineering staff described the need for a larger, weather-protected structure at the Rock Pile site to house city communications racks that support public works, IT and public-safety connections. Staff said the topography and access at the Rock Pile precluded constructing a cast-in-place masonry structure and that a precast building delivered in panels could be flown in by crane. Staff reported they solicited multiple vendors; selected a precast building vendor and a crane partner; and asked for council approval because the owner-furnished purchase exceeded the $70,000 purchasing threshold. The council approved the purchase 5-0. Staff said the structure is sized to allow entry for maintenance and to accommodate standard 30-inch-deep IT racks and that later phases of the communications project will add backup power.
