Neosho County road-and-bridge report: River Bridge progress, overlay payments and bridge grant applications

Neosho County’s Road & Bridge director updated commissioners on multiple projects and requested and received formal approvals tied to ongoing construction and maintenance work.
River Bridge progress and inspection The director reported the River Bridge project north of town is moving quickly: pier caps have been poured, beams set on the south end, and crews plan to pour half the deck by mid‑June if weather permits. Staff said the road has to be dry before striping can occur; if favorable weather continues, the bridge could open soon. The commission approved an inspection-services invoice from CFS Engineers for $57,686.55 (Special Bridge funds) related to that project.
Overlay payments and contractor work The board approved payment No. 2 to Bettis Asphalt & Construction for the Seventieth Road overlay ($323,414.37, pilot fund) and payment No. 2 for the 200 and Fifth and Grady Road overlay ($27,788.71, Special Highway). The director also noted an upcoming bid opening for chip-and-seal oil and ongoing discussions with private firms about addressing rut filling and fog-seal products that dry faster.
Bridge grant applications and KDOT agreement Staff presented and the board approved entering into an agreement with the Kansas Department of Transportation for an off‑system bridge project (project 67C-535501) to replace the bridge on Thirtieth Road between Grady and Harper Roads. The director said the county will pursue multiple bridge grant applications and noted the county’s prior experience accepting or rejecting awards based on long-term affordability.
Landfill operations and recycling The director reviewed recent landfill activity: a recent free week at the landfill was busy and an inspection passed with positive comments from the inspector. He discussed recycling approaches other counties have used (e.g., cardboard balers and roll-off containers for glass) and cautioned that recycling programs can require additional staffing or equipment.
Other items Staff reported routine maintenance needs, scheduling for chip-and-seal bids and some staffing shortfalls: the county is short three grader operators and has seen heavy rainfall that created maintenance challenges. The board briefly discussed using remaining Shaw Road sales-tax funds for future improvements and directed staff to identify eligible uses under state statutes and county policy.
Ending Staff will return with cost estimates and timelines for bridge grant proposals and any requested engineering or survey work. Commissioners asked staff to continue pursuing grants and to bring a recommendation if project funding looks feasible.
