The consent agenda, which included approval of council minutes dated April 28 and April 29, 2025, and several first readings, was moved by Councilmember Watson and seconded by Councilmember Olson and adopted by roll call, 9–0. The council then adopted additions to the agenda on a separate motion, 9–0.
Several resolutions were discussed and adopted on final or amended reading: CR 22-2025 (a resolution urging the governor to impose a residential mortgage foreclosure moratorium for Maryland civilian federal employees and to consider county tax deferral options) was reported from PHED and adopted after substitution and a committee recommendation, 7–0. CR 32-2025 (the FY2026 Annual Action Plan for Housing and Community Development, as amended) was substituted, amended and adopted, 7–0. CR 33-2025 (the FY2026–2030 Analysis of Impediments to Fair Housing Choice) was adopted as amended, 7–0. CR 34-2025 (the FY2026–2030 Consolidated Plan for Housing and Community Development) was adopted as amended, 8–0.
Several council bills were introduced and referred to committee at first reading. Those introduced included: - CB 30-2025: would amend the number of individuals required to file financial disclosure statements to include the integrity and compliance officer and deputy integrity and compliance officer; presented by Councilmember Ivy and referred to GO GOP (committee shorthand from the record). - CB 40-2025: would authorize issuance of grading permits in LCD zones under certain circumstances; presented by Councilmember Legay and referred to PHED. - CB 41-2025: would repeal a universal design requirement (Prince George's County Code, subtitle 4, building division 6); presented by Councilmember Ivy and referred to PHED. - CB 42-2025: would amend decision standards for detailed site plans and special exceptions to include master plan consistency; presented by Councilmembers Janoga, Legay, and Oriada and referred to PHED. - CB 43-2025: would amend principal-use regulations in CGO zones to clarify approval paths for certain residential development; presented by Councilmember DeNoga and referred to PHED. - CB 47-2025: would update county building provisions to conform with the 2021 editions of multiple international codes and other national model codes; presented by request of the county executive and referred to PHED.
The council also introduced CR 53-2025 (2018 water and sewer plan March 2025 cycle amendments) and referred it to TIE. Several committee reports were read into the record before final votes.
Motions to recess and move to Committee of the Whole were made and carried at the end of the session.
