House refuses to concur on Senate amendments to capital bill and appoints committee of conference

Rep. On a committee vote of 10‑0‑1, the Corrections and Institutions Committee recommended the House refuse to concur and seek a conference.
The House adopted the motion to request a committee of conference; the Speaker announced the ayes had it. Pursuant to that action, the chair appointed three members to serve on the House’s part of the conference committee: Rep. Emmons (Springfield), Rep. Gregoire (Fairfield), and Rep. Hedrick (Burlington).
The House then suspended rules to message the action on H.494 to the Senate forthwith. The House’s refusal to concur and appointment of conferees sets the stage for a negotiated conference committee report between the two chambers.
