Penny sales‑tax projects move ahead; Midtown Middle and Beattree, athletic upgrades and Hanahan HVAC change order advanced

Staff from capital planning presented a status update on the district’s penny sales‑tax projects during the May 5 meeting and recommended schedule sequencing for remaining projects.
Presenters reported active construction at Midtown Middle School (site work near complete; when finished the building will house about 1,200 students), Beattree Elementary (large site with site utilities near 95% complete) and Hanahan Elementary/renovation projects. Athletic facility upgrades (new restrooms/concessions/press boxes) were completed and described as a successful first phase. Planned athletic work includes bleacher expansion at Philip Simmons, track and field improvements at Cross High, turf fields for Hanahan and Stratford, weight-room expansions at Timberland and Cane Bay, and other school requests gathered during earlier meetings.
Capital staff told the board they plan to move the larger addition projects (Goose Creek High, Berkeley High additions and Highway 52 corridor work) into design and procure a Construction Manager at Risk (CMR) with a goal to start construction in summer 2026, pending penny-tax performance and revenue projections.
The board approved a change order to the Hanahan Middle GMP contract with H. G. Reynolds to replace existing-building HVAC units, adding $1,238,866 to the contract and bringing the total GMP to $44,249,151. Administration said the work is necessary because the existing units are over 20 years old and beyond reasonable service and that the change order will be funded from savings on the Hanahan Elementary HVAC project.
Capital staff also presented several procurement items for approval, including the Hanahan High auditorium HVAC IFB award to Hoyt’s Heating & Air Conditioning, Inc. (see separate procurement record). During discussion board members cautioned that any district-wide budget shortfall could require pushing project schedules and emphasized close coordination between finance and capital staff.
