Board approves personnel hires, budget amendment, capital change order and multiple contracts
Summary

The Berkeley County Board of Education voted on a set of personnel hires, a fiscal-year budget amendment, capital project change orders and procurement awards during its May 5, 2025 meeting.
Board members approved personnel recommendations discussed in executive session, including naming Leslie Howder principal at Saint Stephen Middle School (contract beginning 2025-05-06), Jason Chauvers principal at Cane Bay Middle School (contract beginning 2025-05-06), Keith Eno as director of facilities (contract beginning 2025-06-23) and Kim McClary as director of student and family support (contract beginning July 2025). The board recorded the votes as unanimous for each appointment.
In finance committee actions forwarded to the full board, members approved a FY 2024–25 general fund budget amendment to address an anticipated local revenue shortfall and to restore $5.1 million previously designated from fund balance. The full board approved the amendment by roll call; recorded votes were in favor.
Capital planning items approved included a change order to the construction manager-at-risk GMP contract for the Hanahan Middle School addition and renovation to add replacement of existing-building HVAC units (change order amount $1,238,866; new GMP $44,249,151) and award of a competitive bid for the Hanahan High School auditorium HVAC upgrade to Hoyt’s Heating & Air Conditioning Inc. (award amount $948,890). The board approved the Hanahan Middle change order and the procurement awards after committee recommendation.
Other approvals included first-reading policy changes (payroll schedule and multiple leave policies), approval of textbook selections (second committee reading forwarded to the full board), updated supply and travel allocation formulas (first reading approved by committee) and an allocation to add 33 special-education paraprofessionals and 5 classified itinerant secretaries for the 2025–26 school year.
All motions taken at the full meeting that generated recorded tallies passed; many committee votes were unanimous and noted as 2–0 or 3–0 in committee minutes. Where a formal tally was stated at the microphone the board announced unanimous approvals (examples recorded as “ayes have it, 7–0” or committee votes of “2–0” or “3–0”).
