Board approves Brightwell solar agreement to install rooftop system at Whittier Middle School

District and vendor presenters said the Whittier array would cover roughly 69–70% of the school’s annual energy use and comprise about 598 panels. Brightwell estimated the district’s net financial benefit over time at about $1,300,000 and said the agreement begins with an 18% price discount off current utility costs; the contract includes an option allowing the district or a future board to buy out the system beginning in year seven under a defined schedule.
Board members pressed staff and Brightwell on how sites are chosen, safety and roof life. District staff said site selection considers current utility bills, roof condition and the number and configuration of electric meters (single-meter campuses yield stronger financial returns). Brightwell said the company insures panels, performs structural engineering reviews, includes emergency shutoffs and monitors production; the vendor added early post‑installation monitoring had led it to add a few panels to meet production guarantees.
District staff reported the Norman North pilot system has produced measurable savings and that the Whittier project was recommended because of a favorable combination of bills and a roof condition suitable for an installation. Brightwell said the company finances and installs the system at no upfront capital cost to the district; investors receive tax credits and depreciation benefits while the district pays a contracted service fee that Brightwell said is lower than the alternate cost of buying the same energy from the utility.
Board members also asked about storm and hail resilience, whether panels cause roof leaks and where savings flow. Brightwell and district operations said the panels survived recent hailstorms, roofing warranty checks are performed after installation, and no leaks attributable to panels had been reported at Norman North. The district said solar-related savings flow into the central district budget and are then available districtwide, because utility billing is centralized.
The board voted unanimously to approve the Brightwell agreement for Whittier Middle School.
Board members and staff said they expect installation to be accomplished with limited interruption to school operations and that final installation timing would be coordinated with school calendars and roofing schedules.
