Wagoner council approves annexation, rezonings, fireworks rules, stormwater bidding and other routine measures

The City of Wagoner City Council on May 5 approved a series of ordinances and administrative measures covering land use, public safety rules, utilities projects and departmental personnel actions.

Key actions recorded in the meeting minutes included:

- Annexation and zoning for a commercial parcel: The council approved Ordinance No. 979 to annex property at the southwest corner of 15th Street and Highway 69 into city limits and to assign a C-3 (regional commercial) zoning classification to enable a truck stop and associated uses. The planning commission and staff had recommended approval; the motion included requirements for intersection upgrades and pavement improvements.

- Rezoning of a tornado-damaged building for restaurant use: The council approved Ordinance No. 980 to change zoning on a parcel containing the former Swan’s building on SW 15th Street from light industrial to regional commercial to allow a restaurant and grill redevelopment. Planning and staff recommended approval.

- Fireworks permitting and discharge restrictions: The council approved Ordinance No. 981, which restricts sale, storage, possession and discharge of fireworks within city limits and establishes an administrative process for permits and stand locations. Council amended municipal staff assignment language on the floor, replacing city-superintendent responsibility with developmental services/code enforcement for stand location determinations.

- Surplus property and donations: The council declared multiple items surplus and authorized disposal or donation. Surplus items included two used police Durango SUVs (to be sold on a public auction site), older police body cameras (offered to a smaller agency), animal-shelter furniture and equipment (to be discarded), and state championship signs (declared surplus and approved for donation to Wagoner Public Schools).

- Stormwater and infrastructure actions: The council authorized bidding for the Phase 3 stormwater detention improvements (detention ponds across the railroad tracks) and approved Pay Application No. 3 for street rehabilitation (WAG24-92024) in the amount recorded in the minutes. Councilmembers discussed quality concerns on recent paving work and directed staff to follow up with the contractor.

- Personnel and probation completions: The council removed probation status for several municipal employees, including two police department staff (patrol and animal-control positions) and water/wastewater employees, with no immediate rate change recorded in the minutes.
