The City of Forest Park on May 5 approved a text amendment (TA2025-02) to Title 8, Planning and Development, Chapter 8, Zoning, Article C, adding section 8-897 to provide definitions and development standards for mini‑warehouse and self‑storage facilities.
Staff said the amendment responds to a request to clarify existing code language and to add standards on building placement, stepbacks and scale so that storage uses are compatible with urban development patterns. The Planning Commission recommended approval on April 17.
Why it matters: Previous ordinance language provided insufficient guidance for these kinds of developments, creating uncertainty for both applicants and neighbors; the amendment aims to set minimum design standards to limit visual and scale impacts in urban areas.
Council action
After a brief presentation, council voted to adopt the amendment as recommended by planning staff. Staff said the amendment adds definitions and recommends stepback setbacks to reduce the perceived mass of storage buildings.
Next steps
Planning staff will incorporate the adopted text into the city code and apply the standards to any future mini‑warehouse or self‑storage applications.
