Council adopts clear-bag rule, narrow mask exception for city special events

The Fayetteville City Council voted 9–1 to require clear bags at special events on city property and to prohibit masks except where state law provides exemptions.
Councilmember Tim (motion maker) said the change would make Festival Park and other city gatherings easier to secure and cited national venue practices. The motion was seconded by Councilmember Banks McLaughlin and passed with one dissenting vote; Councilmember Benavente voted no. The city attorney told the council that North Carolina law already contains mask exemptions for medical or surgical-grade masks and for specified occupational and ceremonial uses.
The policy applies to events requiring a special-events permit on city property; the council asked staff to return proposed implementing language so it could be included in special-event permit terms. During discussion city staff said existing special-events committee review and event operations plans would be used to set the number of access points and enforcement posture for large gatherings such as the Dogwood Festival.
Supporters said the rule is a low-cost step to reduce risks at large, porous events and to give organizers clearer requirements; critics raised concerns about over-policing and whether the rule would disproportionately affect some attendees. The council requested staff and legal review before drafting permit language and enforcement procedures.
