Commission recommends rezoning of 1901 W. Irving Blvd to allow technical school and commercial uses

The Planning & Zoning Commission on May 5, 2025 recommended approval of zoning case 2025-104-ZC to change zoning at 1901 West Irving Boulevard from Professional Office (PO) to Commercial Office (CO). The recommendation will be forwarded to Irving City Council for final action.

Applicant Hajar Kalikosaman, co-owner of the building, told the commission the property was substantially rehabilitated after flood and freeze damage in 2021 and now contains four suites in approximately 10,000 square feet. Tenants currently include a Zumba studio and a tax office (owner-occupied); the applicant said one prospective tenant would use a suite as a technical school to teach HVAC and cooler repair, which is not permitted under PO zoning. Kalikosaman said other prospective tenants could include a small walk-in clinic.

Commissioners asked about current tenants and vacant suite plans; the applicant said the building and a separate vacant parcel behind it remain prospects for future development but that rehabilitation of the main building was the priority. With no speakers in opposition and no outstanding objections from staff, a motion recommending approval to City Council passed unanimously.
