On May 5, planning staff recommended approval of Zoning Case 2020514ZC to rezone 1901 W. Irving Boulevard from professional office to commercial office so that one leased space can house a for‑profit vocational school focusing on HVAC and commercial refrigeration repair.
Staff explained that the professional-office district does not permit vocational-trade schools that have heavier equipment and hands‑on training, while the commercial-office category includes educational and training uses appropriate for the applicant. The property is owned in a single parcel and staff said the requested district complies with the future land‑use designation for the site.
Staff noted Traffic and Transportation indicated they would review whether a traffic management plan would be required at certificate of occupancy if the zoning change is approved — a typical condition for schools. Planning and building staff and the chief building inspector (Herb) explained vocational schools differ from classroom-only schools because they often bring commercial equipment and hands‑on training into the leased space, and this can create different building-code and operational considerations.
One written letter of opposition was on file and no written support forms were submitted. Commissioners asked about other existing tenants in the building (staff identified a medical clinic and reported that other training schools have been tenants in the building in the past). Staff said the site would be reviewed for parking, queuing and circulation at permitting and CO stages.
No final votes were recorded at the work session; the rezoning will move on to a formal hearing and staff expects traffic‑management detail and any CO‑stage conditions to be considered later.
