Commission postpones review of proposed O'Connor Ridge condominium conversion to June 2 after neighborhood concerns

The commission voted unanimously on May 5, 2025 to postpone consideration of a Comprehensive Plan Amendment (2025-64-CP) and companion Development Plan / Multifamily Concept Plan (2025-65-DVP / 2025-66-MFCP) for a proposal at 251 O'Connor Ridge Boulevard. The postponement gives the applicant time to meet with homeowners and homeowners associations in Las Colinas and Fairway Vista and to present additional materials on height, massing and traffic impacts at the June 2 meeting.

Dixon Holman of Peyton Dawson Engineers presented the project and said the proposal would convert an existing vacant three-story office building (approximately 95,000 square feet) and a new 12-story tower with a below-grade parking pedestal to create approximately 76 for-sale condominium units. Architect John Cadenhead (Gorey Architects) described unit sizes ranging from about 2,600 to 4,900 square feet and amenity concepts including an elevated pool deck, fitness center and private terraces. The team described their approach as “adaptive reuse” for the existing building plus a new tower behind it.

Brent Cherlino, president of the Fairway Vista Homeowners Association and a nearby property owner, said residents had limited time to review project materials and requested more outreach, citing concerns about the tower’s height and the potential for views into rear yards. Cherlino asked for meetings with homeowners within 200 feet and broader outreach to impacted associations.

Commissioners said they appreciated the adaptive-reuse approach for the existing three-story building but expressed concern about the height and visual impact of the proposed tower. Commissioner Lightfoot specifically supported track-1 (adaptive reuse of the existing building) but said she was “concerned about” track-2 (the taller tower) and supported postponement to allow more neighbor engagement.

The applicant agreed to additional outreach and to return on June 2, 2025 if sufficient progress had been made; they also asked the commission to approve the cases if commissioners were comfortable, but agreed a postponement was acceptable. The commission recorded a unanimous vote to postpone both the comprehensive plan amendment and the development/multifamily concept plan to June 2.
