Irving commission recommends denial of event-center conditional use permit at 2700 N. O'Connor Road

The applicant, Elizabeth Reyes (representing owner Yuri Reyes), told the commission that the proposed hours would be 5 p.m. to 2 a.m., that planned events would largely occur on weekends and that security would be provided by a hired Irving Police officer. Reyes said the facility’s rough capacity is “approximately 50” people and that alcohol would be handled as a bring-your-own arrangement.
Commissioners and staff raised concerns about the center’s closeness to nearby residences, potential parking overflow into adjacent streets and the possibility of late-night noise. An assistant building official, Herb Gillan, provided building-occupancy guidance during questioning and said occupancy loads are calculated from square footage under the city code.
A commissioner opposing the permit said: “I cannot support this case given the proximity to the residential neighborhood on the back. … I mean, you’re gonna be up until 2AM. There’s gonna be music.” The commission chair noted that staff recommended denial.
Following discussion, a motion to recommend denial of the CUP passed unanimously. Commissioners and staff reminded the applicant that the City Council will consider the application and may reach a different decision.
