City schedules public hearing on 2024 CDBG CAPER; two-week comment period follows

City staff said the city will hold a required public hearing Thursday on the 2024 Consolidated Annual Performance and Evaluation Report (CAPER), the document HUD uses to review how Community Development Block Grant (CDBG) dollars were spent.
Lisa Farris, CDBG coordinator, told council the hearing begins Thursday; a two‑week public comment period will follow and staff will consider submitted comments before bringing a resolution to council to approve the CAPER for transmission to HUD before the June 30 deadline.
"On Thursday, we'll be doing the, public hearing, our CAPER, the consolidated annual evaluation report for 2024. So it's our opportunity to show HUD how we spent those dollars, and it is required," Lisa Farris said.
Farris said the department typically submits program accomplishments and that completing CAPERs in a timely manner supports future awards. Councilors asked whether the public could comment on program priorities; staff said the CAPER reports past activity, while the Annual Action Plan (the plan that establishes future priorities) is the appropriate forum for comments about future spending.
Ending: The public hearing is scheduled for Thursday; the report will be open for two weeks of comment and then returned to council for a resolution and submission to HUD.
