The change was proposed by property owner Melisio El Ceja; planning staff told commissioners that 16 notices were mailed to adjacent property owners on March 19 and that two written letters were received and entered into the record. One letter from Octavia Sanders, a nearby property owner, said she was "100% in favor" of the rezoning for the event center.
