Board approves consent items, IAFF contract and pedestrian-bridge contract; moves to closed session

Consent agenda: The board approved the consent agenda unanimously by voice vote. Items included approval of a successor agent application for Marcus Cinema of Wisconsin LLC (Falls Cinema, Premier Lane), issuance of a 2024-25 Class B fermented malt beverage and Class B liquor license to Playa Grande Tacos e Tequila, LLC (9515 Bancroft Drive) subject to fire, building, planning and health approvals, and approval of minutes from recent meetings.
Collective bargaining agreement: The board unanimously approved a collective bargaining agreement between the Village and International Association of Fire Fighters Local 3879 effective Jan. 1, 2025, through Dec. 31, 2027. Trustees said the agreement was consistent with the closed-session briefing they had received and noted it includes a three-year term, some clarified language, and flexibility for the fire chief on certain scheduling and leave decisions. The agreement also includes a placeholder statement for full-time paramedics.
Pedestrian bridges: The board unanimously approved awarding the pedestrian bridge replacement project (Project No. 64080) for Rotary Park and Limekiln Park to Zenith Tech, Inc., at a base bid of $725,021.70. Additional funding of $144,000 will come from the Municipal Facilities Fund and $108,000 from tourism funds pending tourism commission approval and budgeting; staff said project timing could allow construction as early as October. Staff explained cost increases were driven by station pilings at Rotary Park (poor soil), bridge removals, access challenges and multiple mobilizations.
Closed session: Trustees voted to convene into closed session (with the village manager and village attorney present) pursuant to Wisconsin Statutes 19.85(1)(c) for the village manager's performance review and goal-setting in advance of the 2026 operating and capital budgets.
