Votes at a glance: May 5 joint meeting — consent items, JPA extension, work plans and continuations

This “Votes at a glance” roundup lists formal motions and outcomes recorded during the May 5, 2025 joint meeting of Jackson Town Council and the Teton County Commission.

Town of Jackson — consent calendar (approved): The Town approved the consent calendar as amended (items included: meeting minutes — April 7 and April 17 special joint meeting; Jacksonville Airport Board FY26 budget consideration; Energy Conservation Works FY26 budget consideration; and an added item to reallocate Fire/EMS mini pumper funds). Motion to approve was made by Councilman Schechter and seconded by Councilman Veeneman; the vote passed unanimously by voice vote.

Teton County — consent calendar (approved): The County separately approved its consent calendar by voice vote (motion carried unanimously).

Fire/EMS JPA extension (approved): The town and county approved a one-year extension of the joint powers agreement for fire and emergency medical services, subject to minor staff changes. Town motion by Councilman Schechter (seconded by Councilwoman Feaman); county motion moved and seconded by county commissioners (voice votes); both jurisdictions approved the extension unanimously. Staff indicated the extension will be filed with the attorney general’s office.

Joint long-range planning work plan: The Town approved the FY26 implementation work plan (motion by Councilwoman Deaton). The County, after discussion and addition of material at a recent workshop, voted to continue consideration of the joint work plan until the next joint meeting in early June (county motion carried 3–2). The split outcome means the town’s approval and county’s continuation will be reconciled at the next joint meeting.

Housing supply plan (approved): The Town and County approved the FY26 housing supply plan. Motion by Councilwoman Speer; the town passed the motion by voice vote and the county adopted the same motion by voice vote. Staff will publish the plan and return with preservation program recommendations.

Transportation work plan (approved): The Town and County approved the transportation division work plan. Motion by Councilman Schechter; second by Councilwoman Veeneman; the town and county both approved the plan by voice vote. Staff will pursue mobility-hub grant funding, procure parking-monitoring technology and return with a capital plan and funding options.

Travel and Tourism Board FY26 consideration (continued): The Travel and Tourism item that had been removed from consent was continued to a special joint budget meeting scheduled for May 13, 2025, to allow the Travel and Tourism Board to appear and for both bodies to discuss budget implications.
