The Brentwood Municipal Planning Commission on May 5 approved a revised preliminary plan for the Rosebrook South subdivision and granted a variance from Article 5.1 of the subdivision regulations to allow Section 1 to consist solely of an 11.65-acre open-space tract.
The applicant, represented by Craig Vans of CPS Land, described Section 1 as an amenity area to serve the Rosebrook community while the rest of the subdivision is developed. Planned improvements include two dedicated pickleball courts plus a tennis court that can be converted to additional pickleball courts, a parking lot with nine standard spaces and three golf-cart spaces, a shade structure with benches, and two stone columns marking the primary entrance. No lighting was proposed for the courts, and the applicant said access control (for example, key fobs) would be used to limit hours and manage usage.
CPS Land said the amenity is intended to serve the Rosebrook community under development (Rosebrook Main and Rosebrook South) and would be managed by a single homeowners association that will govern several Rosebrook sections. The applicant said additional amenity areas are not planned for Rosebrook East.
Staff recommended approval, noting 17 standard requirements and one condition requiring a more detailed site plan for the amenity improvements at a later date. The applicant requested and staff supported a variance from the subdivision regulation requiring each final plat section to contain at least 10 lots; staff recommended the variance because Section 1 is an open-space tract rather than a lot-containing section.
Commissioners asked about parking capacity (the plan shows nine car spaces and three golf-cart spaces) and whether the amenity would serve only part of Rosebrook or the entire development; the developer said the amenity is intended for the overall community and will have access control like other neighborhood facilities. The commission approved the preliminary plan, including the variance, and directed the applicant to submit the more detailed amenity site plan for later review.
