The Alamar Community Facilities District Board on May 5, 2025, adopted a resolution setting the district's tentative fiscal year 2026 budget at $10,900,000 and a combined property tax levy of $4.15 per $100 of assessed valuation.
Renee Wenderless, treasurer of the Alamar CFD, told the board: "The Alamar Community Facilities District is a special taxing district and a separate political subdivision under the Arizona constitution, designed to plan against public infrastructure and services such as roads, parks, water, and sewer facilities and public safety facilities." Wenderless said the CFD is funded through bond issuance and that "the city of Amadeau has no liability for the district's debt."
Wenderless presented the budget sources and uses for FY2026, stating the district's budgeted sources consist of property tax revenue and bond proceeds from an anticipated annual bond issuance. She said the district plans to return to the board on May 19 to seek approval for the issuance of approximately $6,400,000 in general obligation bonds. Wenderless also said the board will post a public notice and return on June 2 for a public hearing before adopting the final budgets and setting the CFD property tax levy.
She told the board the District "will levy a combined property tax rate of $4.15 per 100 of assessed valuation. Again, only the properties located within the CFD boundaries are subject to this levy." Wenderless described the levy as composed of a primary rate limited to 30 cents per $100 to fund district operations and a secondary rate limited to $3.85 per $100 to repay debt service.
A motion to adopt "CFD resolution one-twenty 25 setting forth the fiscal 20 26 tentative budget and annual expenditure limitation" was made by Board Member Condie and seconded by Board Member White. The chair called for a vote and the item passed; the transcript does not record individual vote tallies.
The board directed staff to post the required public notice and return on the indicated dates for bond approval (May 19) and the budget hearing (June 2). No amendments to the tentative budget were recorded in the meeting transcript.
