Egan Avenue reconstruction advances; engineers to provide construction observation, trees to be removed

The Madison City Commission authorized the mayor to sign Amendment No. 3 to the owner–engineer agreement for the Egan Avenue reconstruction project, adding construction oversight and management work. Staff said the amendment is for $600,200 and brings the adjusted agreement to roughly $1.5 million; the amendment is the planned next phase after preliminary and final design and bidding.
City staff explained that the amendment percentage (about 10% of bid amounts) is higher than usual because the project includes multiple open houses, one-on-one landowner meetings, landscape architects' work and full-time observation required by SRF funding; they said the $600,200 figure is a maximum and they do not anticipate actually spending the full amount. Commissioners asked whether the amount was fair and staff said the scope justifies the higher percentage.
Staff also reported that tree removals on Egan Avenue would begin in the week of May 5 and that the initial removal scope was reduced (now expected to go to Fifth Street in 2025 work). Staff explained the difficulty of preserving or relocating many existing trees because of construction proximity, species life expectancy and prior damage from maintenance activities. Staff said replacement street trees will be planted as part of the reconstruction and that the city has scheduled a public open house on May 12 to present project details to affected residents.
The commission voted to authorize the amendment and to proceed with project steps described by staff.
