Legislature committee reports capital amendments for SUNY Schenectady study, airport project and DPW equipment purchase

County Manager Rory Fluman requested increasing the county commitment for a mechanical, electrical and plumbing study at SUNY Schenectady’s Elston Hall from $25,000 to $50,000 so the county can start the study ahead of the 2026 capital cycle; the state had previously indicated it prefers to fund building‑level construction rather than smaller local studies.
Public Works Director Paul Sheldon presented an amendment to align the county share with an existing New York State Department of Aviation capital project agreement for a planned $3,350,000 airport construction and inspection project that staff said is scheduled to begin at month’s end.
Public Works staff also asked to amend the 2025 capital budget to purchase a smaller track‑mounted post pounder and an equipment trailer. The department said the compact machine improves safety and maneuverability for guide‑rail work in constrained terrain and that the trailer would allow faster mobilization using crew trucks; staff estimated the change would produce cost savings of over $50,000 compared with alternatives. Committee members moved all three items to the agenda for full legislative consideration.
