The Minot City Council accepted staff—s recommendation to proceed with Pathfinder Services of North Dakota as the subrecipient/property manager for Broadway Circle, a multi-component project that includes a 17-unit low‑ and moderate‑income (LMI) apartment building (Building C), a family homeless shelter and commercial space.
Staff reported that all inspections for Building C are complete and a certificate of occupancy is expected the week following the meeting. City staff reissued an RFP in January and received two management proposals: Peoples First (for the LMI complex only) and Pathfinder Services (to manage the LMI building, the family homeless shelter and commercial space). A review committee that included the city manager, an alderman and city staff interviewed both proposers and recommended Pathfinder Services based on its 38 years of experience managing homelessness services and similar HUD-funded projects.
Staff said the recommended subrecipient agreement will be prepared and returned to the council for approval; staff described a proposed structure in which Pathfinder would pay $5,000 per month (reported in the meeting as a proposed figure) until city reserves are repaid and the longer-term arrangement was described as a lease‑to‑own over the 20‑year affordability period. The council emphasized that contracts must comply with HUD requirements and noted that HUD oversight will apply during the affordability term.
Council action: The council voted unanimously to accept the staff recommendation and directed staff to draft a subrecipient agreement for council approval.
