Council told how position‑control cutoff, reactivations and a small hire will affect Planning & Zoning budget

Planning and Zoning staff told the County Council that a cutoff date for the position control document required by the county’s budget process created a small discrepancy when the department successfully filled a vacancy at a higher rate than the control listing.
Taylor (Planning & Zoning) said the hire means “I have a position in the position control document that doesn't have the right dollar amount for the next fiscal year,” and estimated the total fiscal impact of the discrepancy at “about $3,000 total.” She said she would submit a request to council to raise the position control dollar amount for that specific job.
The department also outlined reactivations and retitlings of positions as an administrative step to reuse position numbers already in Munis rather than creating new position codes. Tracy (finance) explained this practice helps finance manage the finite pool of position numbers: “So for example, this position that the chief fire protection, that's not a position that we are planning to use again. So why not retitle it, reactivate it… and thus reuse something that's already on the books instead of creating something brand new.”
In addition, Planning and Zoning asked to activate a vacant long‑range planner position (budgeted at midpoint) and to add a department‑level financial specialist to help track grants and transactions that are heavy in the planning portfolio.
Why it matters: Small position control differences affect department payroll lines and, if unaddressed, can create technical mismatches between the position control document and the dollar amounts the council adopts. Reactivating and retitling existing positions is an administrative preference the county uses to manage Munis position numbers.
