The project will recombine six existing parcels — including the Rescue Mission-owned building at 155 Gifford Street, an adjacent parking parcel and a vacant lot — into one lot to be owned and operated by the Rescue Mission, the applicant told the commission. Vincent of Kapplinger Freeman Associates described the proposal as a mixed-use building with small commercial storefronts and an on-site storage area intended to serve the thrift operations. “The main tenant being the 3 1 5 boutique, thrifty shopper,” Vincent said during his presentation.
