Members said parts of the draft were ambiguous for a lay reader and for enforcement staff. Concerns raised included how multiple categories of animals combine on a single parcel and whether the table should use weight or an equivalency calculation for animals such as horses, cows, sheep, goats, llamas and pigs. One member said the draft's change from a 25-foot distance to a 100-foot distance from houses was a ‘‘big move’’ and merits clear explanation in the final text.
Board members asked staff to bolster the density table and to include a clear example or explanatory clause that shows how to calculate totals across animal categories. Members also discussed whether to keep references to "commercial" operations; one member said removing the commercial language could broaden applicability and affect eligibility for agricultural districts. The board did not vote on the law; members agreed to return a revised draft at the next meeting.
