Commission approves amended final plat for Hughes Century Crossing Plat 10 to correct easement

The Norwalk City Planning and Zoning Commission on March 5, 2025, approved an amended final plat for Hughes Century Crossing Plat 10 to address an easement the developer could not legally grant.
Elliot, planning staff, told the commission staff discovered after initial approval that the plat recorded at the county included an ingress easement on the south side of Lot 2 that the property owner did not have authority to grant. Staff sought to return the record to the commission for a corrective amended plat, saying the change is primarily procedural and would accommodate a forthcoming site plan.
An applicant representative present at the meeting said the applicant agreed with staff’s comments and did not oppose the amendment. Commissioners asked no substantive questions and moved to approve the amended final plat. The motion was made by Commissioner Shameless and seconded by Commissioner Morse; the roll call recorded yes votes by Commissioners Samuelson, Forrest, Eaton and Reaganator and the plat amendment passed.
Staff said the amended plat resolves the recorded easement issue and helps accommodate the site plan that follows on the commission’s agenda. The commission’s approval restores the record so the forthcoming site plan can proceed through review and permitting.
