Planning commission approves DeJoseph mixed-use site plan on North Avenue

The Norwalk City Planning and Zoning Commission approved the site plan for DeJoseph Mixed Use on March 5, 2025, a redevelopment that replaces a single-family lot on the southwest corner of North Avenue and Jackson Street with two ground-floor commercial suites and three apartments above.
Elliot, planning staff, described the project as a conversion of zoning from residential to a main-street mixed-use pattern, saying, “So this site plan is directly across the street from, from Newhall pretty much on the, Southwest Corner Of North Avenue in Jackson. And this is a redevelopment project we had with the zoning that we have to go through a a number of months ago, to go from RF Founders residential to C 4.”
The plan submitted by applicant Christy DeJoseph of NKCC Holdings LLC would locate one of DeJoseph’s businesses in the lower-left commercial suite and leave the other ground-floor suite available to be designed later. Architect Steve Wilke Shapiro of SQL Architecture said the design “genuinely represents a a sort of traditional mixed use development, helps to extend the walkable, walkable district.”
Commission discussion focused on parking, pedestrian access and accessibility. Elliot noted the staff submission included an analysis of nearby on-street parking, and said within a roughly 50-foot radius there are about eight on-street spaces adjacent to the site, including three on Jackson Street. The plan also shows accessible parking at the rear of the lot with an accessible route to the front entries.
Commissioners raised no objections and moved to approve. The motion to approve the site plan was seconded by Commissioner Samuelson; the roll call recorded votes of yes from Commissioners Samuelson, Forrest, Eaton and Reaganator. The motion carried and the site plan was approved.
The approved site plan requires right-of-way improvements: sidewalk installation along the property frontage and access points from the sidewalk to building entrances, as detailed in the staff report. The commission’s approval is for the site plan as presented; construction and any required permits or inspections will follow normal city review processes.
