Commissioners approve library withdrawal agreement and formation of Toe River valley regional library arrangements

County staff presented two agreements the board approved on May 14 to implement a neighboring county's withdrawal from the existing regional library system and to establish a new regional library arrangement among remaining members.
A staff member told the board that "Dansie County is wanting to withdraw from the Toll River Amy Library System," and presented a withdrawal agreement that, staff said, allows the withdrawing county to retain assets it purchased through the system. A second agreement would create a new system to be called the "Toe River Valley Regional Library" serving Avery, Mitchell and Spruce Pine (naming in the packet), the staff presentation said.
Michelle (county staff) and other staff discussed operational details including temporary office arrangements and shared employees. Staff said the newly formed system would maintain a physical office until separate office space can be secured, and that certain services such as a shared bookmobile employee would continue to be paid jointly by the participating counties while permanent arrangements are worked out.
Commissioner discussion noted concerns about employee location and continuity of services. The board's motion to approve "both the agreements, concerning the dissolution of the COBRA of the AME Regional Library" (motion language as recorded) passed with the board's voice vote.
Why it matters: The agreements reorganize library governance and resources across multiple counties and include provisions for asset allocation, temporary office maintenance and shared services. Staff said some operational details — including office location and recorded interlocal arrangements — remain to be finalized.

The board approved the two documents as presented and directed staff to continue transition planning.
