Valley County adopts City of Cascade and Donnelly impact-area ordinances and related comprehensive plan resolution

Valley County commissioners on May 5 adopted two ordinances to reestablish municipal impact-area boundaries and approved a related comprehensive-plan resolution for the Donnelly area.
The board adopted Ordinance 2025-04 to reestablish the City of Cascade impact-area boundary (including one contiguous property) and adopted Ordinance 2025-05 to reestablish the City of Donnelly impact-area boundary. The board also approved Resolution 2025-10 adopting the Valley County Comprehensive Plan in the Donnelly impact area.
Each ordinance was adopted “subject to approval of the written findings of facts and conclusions of law,” and the board stated that neither ordinance nor the resolution shall be recorded until the findings are signed. Commissioners held a public hearing on the Donnelly matter in a prior meeting and moved to proceed with adoption at this session.
County staff said a public workshop on the McCall impact area will be scheduled later in May (May 19) and that county staff will produce maps negotiated with the municipality before the public hearing process. The board instructed staff on next steps for map preparation and ordinance publication.
