Commission authorizes staff to file notice of intent for potential storm-shelter mitigation funding for EM/fire remodel

Riley County commissioners on May 5 voted to authorize staff to complete and submit a notice of intent for possible mitigation grant funding to add a storm-shelter element to the planned Emergency Management/Fire remodel.

Emergency Management staff told the commission that full storm-shelter options for the emergency operations center ranged widely in cost depending on size and certification standards. Staff cited a larger estimate (previously discussed during planning) in the multi‑million-dollar range for a fully certified shelter for the entire EOC and a smaller, more focused shelter option in the neighborhood of several hundred thousand dollars; exact figures will depend on final design and certification requirements. Staff noted revised storm‑shelter standards in recent years that have increased structural reinforcement and cost.

Commissioners moved and seconded a motion authorizing staff to file the notice of intent; the motion passed by voice vote. Staff said that if mitigation funding becomes available the county would return with a formal grant application and cost/match details before proceeding with construction. The commission did not obligate county match funds when it approved the notice of intent.
