The Halifax County Board of Commissioners voted unanimously Tuesday to accept a $78,500 Select Site Readiness Program grant and adopt a grant project ordinance to fund due‑diligence work at the county‑owned U.S. 301 industrial site.
The grant application, explained to commissioners by Miss Scott (economic development staff), would fund an updated Phase I environmental assessment, an ALTA/author survey upgrade to the county’s existing boundary survey, additional site borings and an updated geotechnical report for the parcel. Scott told the board the county applied in December and the site was chosen as one of 15 statewide for the Select Site program.
County attorney and staff recommended the board adopt two separate documents: (1) a resolution authorizing the county to accept the grant and (2) a grant project ordinance setting up the budget. Attorney Robbins advised adopting the resolution and the ordinance as separate votes to keep contracting and accounting records clear. Commissioners followed that advice.
Commissioner Barrisdale moved to adopt the resolution; the motion was seconded by Commissioner Silver and passed unanimously. The board then voted to adopt the grant project ordinance by a separate motion moved by Vice Chair Davis and seconded by Commissioner Silver.
The county manager and staff said the funding will move work “under contract and moving along” so the site can be marketed to manufacturers once environmental, survey and geotechnical work is complete.
No member of the public spoke during the hearing, and the board closed the public comment period before taking the votes.
The actions clear the way for the county to spend the grant on the listed studies and for staff to contract for that work. The county will return to the board with routine implementation items as necessary.
