Supervisors review fund balances; staff to verify ARPA and transfer needs for secondary roads

County finance staff presented current fund-balance snapshots on May 5, showing general basic, public health basic, rural services and supplemental accounts and identifying forthcoming transfers to secondary roads.
Staff noted the general basic has an available balance (presented as a snapshot 'today') and that the public-health basic fund was down to approximately $61,000 as of the report date. Supervisors discussed prior supplemental transfers (including a $250,000 transfer to public-health supplemental) and clarified that no transfers from the general basic to public health had been made at that time. Finance staff said a transfer of roughly $1.0 million (a little over $1,000,000) would be required to move to secondary roads from rural services basic, and that the board should monitor fund balances in May and June to avoid negative balances.
Supervisor Betty Ellis asked that staff verify ARPA (American Rescue Plan Act) fund availability before approving the proposed budget amendment; the board approved setting the amendment hearing for May 27, 2025 contingent on that verification. Supervisors also discussed potential year-end handling of residual supplemental funds and options for transferring remaining balances to rural basic or other funds.
Staff and supervisors agreed to review fund balances closely in the weeks before the fiscal year-end and to present any needed adjustments at the scheduled amendment hearing.
