Harnett County manager outlines 2025 budget priorities; commissioners approve amendments

Harnett County Manager Mr. Trapp presented an overview of the county's proposed 2025 budget and a schedule for further hearings and final approval, and the Board of Commissioners voted to approve budget amendments requested by the finance office.
Trapp told the board the proposed budget includes 22 employee reclassifications, noting "These positions are in Harnett Regional Water and 2 are in solid waste. There are 22 reclassifications. Those are done for individuals that have had changes in duties and or have accomplished certain certifications." He also said the budget provides an additional $15 per day for election workers and continues several existing programs.
The proposal maintains two small-business grants of $5,000 each administered through the Small Business Development Center at Central Carolina Community College, continues supervisor training and the Arnott Management Academy started last year, and funds new children's programs at the public library. Trapp said the budget also includes $40,000 to support a baseball tournament in the City of Dunn to attract tourism.
"Continuing that effort, I would like to request approval of the board in this budget for a rapid process improvement program," Trapp said, describing a planned initiative to analyze departmental tasks and seek efficiency gains.
Trapp told the commissioners the staff had completed a performance-management process and that the capital improvements plan had already been approved. He outlined the remaining schedule: budget details at a May 13 work session, a public hearing on May 19, potential further discussions May 27 and June 2 if needed, and projected final approval on June 16, 2025.
Following the presentation, a commissioner moved to approve the budget amendments as requested by the finance officer; the motion was seconded and carried by voice vote. The clerk announced the motion passed unanimously.
The county manager said he would be available to answer questions as the process continues and thanked department directors and Assistant County Manager Lisa McFadden for their work on the budget.
