Linn County moves forward on landfill vertical expansion; approves Terracon change order

Linn County Public Works staff told commissioners on May 5 that the county landfill has remaining capacity and is proceeding with plans for a vertical expansion and a future east-side lateral expansion. Commissioners approved a $5,742.50 change order to Terracon to cover work on a berm, drainage ditch and grade staking for the expansion.

Jesse (Public Works staff) told the board surveyors were setting grade stakes to calculate how much remaining fill area exists and that Terracon had prepared engineering documents the county planned to submit to the Kansas Department of Health and Environment (KDHE). "They're gonna go through and put the grade stakes in, but then they're gonna put perimeter stakes in also all the way around," Jesse said, describing how the county will measure available capacity.

The change order was described as funding vertical expansion work that will "raise" cells to create more space and to add perimeter berming and drainage. Staff said the work could be paid from American Rescue Plan Act (ARPA) funds and that they would follow up with documentation on what the county had previously paid Terracon. Jesse also presented a separate tipping-fee waiver (CD25-005) for 210 South Third Street in Bluemound; the board approved that waiver.

Commissioners asked staff to provide the packet presented earlier to the Pleasanton City Council and to clarify any cost sheets used in intergovernmental discussions. The transcript shows staff said prior invoices to Terracon were "kinda I can't tell you" and committed to returning with the payment history and cost details.

The board voted to approve the change order by voice vote; the transcript does not record an individual roll-call tally. Staff said they will proceed with KDHE submittal for the vertical expansion and will evaluate a future east-side lateral expansion subject to required water studies and permitting.
