Palo Alto reports steady heat-pump adoption; staff readies expanded "concierge" electrification program

City staff told the Sustainability & Climate Action Committee that Palo Alto’s residential electrification programs have produced hundreds of heat-pump installations and that staff plan to seek council approval for an expanded, full-service "concierge" electrification program.
Diane Bailey, sustainability program administrator, summarized recent program activity and counts: roughly 300 new-construction homes have been built all-electric, city rebate programs have supported about 250 heat-pump water-heater rebates, the city’s full-service concierge program has completed about 420 heat-pump water‑heater installations to date, and an emergency replacement pathway has installed 19 heat‑pump water heaters since its September soft launch. Bailey said heat-pump HVAC rebates launched in January and roughly 20 systems were in process with several approvals completed.
Bailey said the city’s programs are capturing a high share of replacement water‑heater work in Palo Alto—about one-fifth of the water‑heater replacements the city encounters move to heat pumps—and that the city has learned which home configurations and technical approaches work best. She also said the earliest adopters are largely served; as the city looks to install several thousand more units, price sensitivity rises and staff expect to rely increasingly on outreach campaigns and financing tools to expand uptake.
Bailey described a phase‑2 program that would expand free home assessments and provide step‑by‑step assistance from assessment through permitting and installation, paired with financing to make full-house electrification more accessible. She said staff plan to bring a phase‑2 proposal to council in the current month, with an aim to coordinate regionally and test scalable financing models.
Why it matters: The building sector is a large source of local emissions. Staff said accelerating residential electrification is a near-term approach to reduce gas use and to align local housing and appliance stock with upcoming regional rules banning sales of certain NOx‑emitting appliances.

Bailey also noted tariff and supply-chain uncertainty that may raise equipment prices in coming months and said staff are designing outreach and discount campaigns (a recent Earth Day giveaway was cited) to maintain momentum while prices and incentives change.
