The Terrebonne Regional Planning Commission approved several minor subdivision and redivision applications and tabled others after presentations by applicants and staff.
Commissioners approved the redivision of property belonging to Paul Carter (G1, lots A through I) and several other minor subdivision applications after staff confirmed required conditions such as utility letters, municipal addresses and drainage agreements. Beth Arsenault, agent for multiple applicants, said hydrants and utility letters have been or will be provided for several plats. David Wade, representing a developer for a commercial subdivision (H2), requested contingent approval so his contractor could know whether to proceed with required drainage improvements.
Several items were tabled at the applicants' request because required fire-hydrant work or utility letters were incomplete. Matt Roderick (DDG) told the commission the hydrant installation for one G2 plat was underway but not finished; commissioners granted the developer's request to remove the application from the April agenda and reschedule for May. Other items that were tabled included H4 and H5; Tara Martin said the developer will seek a variance next month for the hydrant requirement and asked to table H4 and H5.
Public comment was brief on parcels discussed: Timothy J. Lines asked whether a Persak division (H1) would create more than two lots; agent Beth Arsenault confirmed the application would create two lots. Resident Eric Boudreaux told the commission the developer’s plan for a family parcel division was intended to reduce trespassing and litter on family land and potentially allow a buyer to occupy the property.
Staff recommended conditional approvals on items with outstanding materials. For H2 (commercial subdivision), Terrebonne Parish engineering had provided an approval letter dated 04/11/2025 that included requirements: provide a maintenance agreement for the ditch/pond, clear overgrown trees from the existing pond and implement drainage improvements per the submitted drainage study. Staff’s standard conditions for approvals included depiction of municipal addresses on plats, submission of all utility letters and depiction of at least one permanent benchmark.
Commissioners approved the industrial redivision to transfer existing assets for the Landry substation (H6) subject to municipal-address and utility-letter conditions; staff noted drainage calcs were not required because the site is already developed. Several motions passed by voice vote; motions to table were made at the developer's request and were approved.
