AB 506 would eliminate numerous interim reporting requirements to streamline interim finance workload

Assemblymember Danielle Monroe Moreno presented Assembly Bill 506 to the Senate Committee on Legislative Operations and Elections as another procedural cleanup intended to reduce redundant reporting requirements to the Interim Finance Committee (IFC).
AB 506 lists 19 reporting requirements the bill would eliminate, including annual Attorney General registry account statements, Office of Economic Development reports on certain catalyst-account programs, Department of Corrections accounts receivable for prison industries, and various periodic reports currently submitted to the IFC by state agencies, school districts, and other entities. Moreno said some reports are obsolete, duplicative, or are handled elsewhere in the legislative process.
Senator Daley and other members clarified that many of the reports are still produced and sent to the legislature or relevant agencies, but that they are no longer routinely presented to the IFC. Sarah Kaufman told the committee staff reviewed when the IFC last discussed each report and found many had not been discussed for several years; the bill removes the IFC-specific submission requirement rather than erasing the underlying information.
A caller in neutral, Katrin Ivanoff, asked why the Legislature had not earlier required reports be submitted and expressed surprise that several reports had not been received in a decade; Moreno responded that the information is still collected and used in other interim committee contexts, and that consolidation of interim committee work explains the practical change in how reports are used.
The committee did not take a vote at this hearing.
Ending: If enacted, AB 506 would remove the listed reporting requirements to the IFC; affected agencies would still be expected to produce underlying data when needed for oversight, but not on the IFC’s regular reporting calendar.
