Assemblymember Danielle Monroe Moreno presented Assembly Bill 348 to the Senate Committee on Legislative Operations and Elections. AB 348 revises statutory provisions relating to the Interim Retirement and Benefits Committee and the Legislative Counsel Bureau’s Fiscal Analysis Division. The bill requires the interim retirement and benefits committee to review and make recommendations regarding the Legislators’ Retirement System and provides for budget "stress tests" in even-numbered years to the extent funds are available.
AB 348 would abolish the Legislative Bureau of Educational Accountability and Program Evaluations within the Fiscal Analysis Division. Moreno said the bureau has not been utilized in years and the Legislature now has other mechanisms for program evaluation, so removal of the statute would eliminate antiquated language.
Senator Daley and others discussed the mechanics of alternates for interim committees; Daley suggested naming alternates up front to avoid ad hoc substitutions. Sarah Kaufman, Chief Fiscal Analyst, said the alternate language in AB 348 mirrors language used for the Interim Finance Committee to keep committee appointment processes consistent.
No public callers registered support or opposition during the hearing and the committee did not take a formal vote while the item was before it.
