Morrow County ASA committee approves revised ambulance response-time map, will recommend change to commissioners

The Morrow County Ambulance Service Area (ASA) Advisory Committee on Tuesday approved a revised ambulance response-time map and agreed to forward the map to the county Board of Commissioners for amendment to the ASA as requested by the Oregon Health Authority.
The committee’s recommendation follows a review of response-time brackets from OHA’s administrative rule OAR 333-200-0080 and a presentation of combined 8-, 15- and 45-minute service contours prepared for the county. Committee members discussed whether to show one combined county map or separate maps for the three ASAs (Northern, Northeast and South) and asked staff to correct the Boardman fire station location before submission.
County Administrator Matt Jensen presented the maps and said the graphics showed how OHA’s required variability in response times would look on Morrow County’s landscape. Committee members noted that the shorter contours shrink coverage around hilly or sparsely populated areas and that larger contours, such as 45 minutes, include most of the county’s populated places.
Committee members representing local providers said the proposed contours were consistent with their operational experience and staffing. After discussion and a requested change to the label for the Boardman fire station (replace the “old” location with the current station), members voted to accept the map and forward it to the Board of Commissioners for an ASA amendment.
The committee also agreed on process steps to prepare budget and contract information: Jensen said he would assemble contract and reimbursement data and circulate a packet for committee review, aiming to distribute materials by May 8 and present them at a special meeting tentatively scheduled for May 13. The committee will use a doodle poll to confirm member availability for the special meeting.
