He said staff have worked on policies with outside partners and that the town recently obtained cyber insurance coverage (PEP coverage) that it did not previously hold. Ellis said the ordinance formalizes practices that staff already follow, such as monthly phishing training and email‑security awareness.
The board opened and closed a public hearing on the ordinance without public comment, then voted to hear and adopt it. Vice Mayor Cates moved to hear the ordinance; Alderman Austin seconded. The motion to adopt passed by voice vote.
Adoption adds a personnel-policy requirement intended to standardize staff responsibilities for protecting sensitive data and to document training and incident response procedures. No changes to staffing or budget were made at the meeting; implementation was described as part of existing staff training routines.
